AN ORDINANCE AMENDING CHAPTER 299 OF THE CODE OF THE BOROUGH OF BERGENFIELD, ENTITLED “VEHICLES AND TRAFFIC”

     WHEREAS, Chapter 299 of the Code of the Borough of Bergenfield sets forth all regulations regarding Vehicles and Traffic within the Borough of Bergenfield; and,

     BE IT ORDAINED, by the Mayor and Council of the Borough of Bergenfield, County of Bergen and State of New Jersey that those portions of the aforesaid set forth below are hereby amended as follows and that those portions of the Ordinance not set forth below shall remain unchanged.

Section 299-10.  Overnight parking.

A.  No vehicles shall be parked or left standing on any street in the Borough between the hours of 2:00 a.m. and 6:00 a.m., except as listed below:

The purpose of limiting parking from 5:00 a.m. to 6:00 a.m. is to ensure that vehicles do not obstruct the collection of refuse by the Department of Public Works.

Missing Person

On March 09, 2016 at 8:42 pm, a female resident identified as Jennifer Hasbrouck, of the Vantage Group Home located in Bergenfield, NJ voluntarily walked out and did not return. She was subsequently reported missing by the Resident Coordinator, John Cruz. She was last seen later in the day at the Vantage Health Center in Englewood, NJ.

Ms. Hasbrouck is a 26 year old white female, approximately 5’6” in height, weighing approximately 300 pounds, having short curly brown hair and hazel eyes. She was last seen wearing grey pants and a pink T-shirt while carrying a small black duffel bag. Ms. Hasbrouck has a noticeably large gap between her front teeth. Ms. Hasbrouck suffers from several medical ailments and is intellectually disabled. She is known to travel by bus and integrate herself with the homeless community in and around the Port Authority Bus station in NYC.

Police broadcasts were sent out on SPEN to surrounding towns for assistance in locating Ms. Hasbrouck.  A TRAK message was broadcast by the Bergenfield Detective Bureau and the local area hospitals were checked with negative results.  

Police are asking for assistance in locating Ms. Hasbrouck.  If seen, do not approach her as Ms. Hasbrouck has been known to be violent towards civilians and Law Enforcement in the past. Acting Bergen County Prosecutor Gurbir S. Grewal announced today the investigation of the murder of ANNETTE TORRES (DOB: 03/26/1979 ) of 268 West Clinton Avenue, Bergenfield, NJ and the suicide of MARK MORRIS (DOB: 06/06/1974) of 268 West Clinton Avenue, Bergenfield, NJ. The investigation was conducted by members of the Bergen County Prosecutor's Office Major Crimes Unit under the direction of Chief Carmen MARTINO, the Bergenfield Police Department under the direction of Chief Cathy MADALONE, and the Bergen County Sheriff’s Department under the direction of Sheriff Michael SAUDINO.

On Saturday, March 19, 2016, at approximately 10:22 a.m., the Bergenfield Police Department was contacted by a local resident regarding a juvenile identified as “M.M.” According to the caller, “M.M.” was stating that his parents were not breathing, at which point, the Bergenfield Police Department conducted a welfare check at 268 West Clinton Avenue. After forcing entry into this location, members of the Bergenfield Police Department discovered one (1) male deceased resident in the basement area later identified as Mark MORRIS and one (1) deceased female resident located in an upstairs bedroom later identified as Annette TORRES. After rendering the residence safe, the Bergenfield Police Department contacted the Bergen County Prosecutor’s Office Homicide Squad for assistance.

During the ensuing investigation, it was determined that MORRIS and TORRES had an altercation during the afternoon/evening hours of March 18. At some point during this altercation, the investigation revealed that MORRIS shot and killed TORRES and MORRIS then shot and killed himself. Detectives seized two (2) handguns from the residence: one .25 caliber automatic handgun, and one 9mm handgun. These weapons will be analyzed by the Bergen County Sheriff’s Department Ballistics Unit.

After a complete analysis conducted by the Bergen County Medical Examiner, TORRES’ death has been ruled a homicide as a result of a gunshot wound. The Medical Examiner further determined the manner of MORRIS’ death a suicide as a result of a gunshot wound.

Acting Bergen County Prosecutor Grewal would like to thank the Bergenfield Police Department and the Bergen County Sheriff’s Department for their assistance during this investigation.

Bergenfield Fire Dept Drill for 3/20/2016

Subject: Multi-Vehicle Accident Drill

Today, March 20th, 2016, the Bergenfield Fire Department in coordination with the Bergenfield Ambulance Corps will be conducting a multi-injury accident drill on Home Place from 10 am to 12 pm . This communication has a dual purpose. First, to make everyone aware that this is a drill and not an actual incident. Secondly, to afford residents the ability to make appropriate accommodations since there will be partial and complete road closures in the area. 

As emergency responders, we respond to hundreds of emergency calls every year, but our foundation still remains with our ability to train. Without proper training and preplanning, we could not improve or fine tune our response and mitigation skills. What we will be training on today is called a mass casualty incident. This is defined as an accident that has produced more casualties than a customary response assignment can handle. For this exercise scenario we will be responding to a multi-vehicle, including a small bus, accident which will require a hazard mitigation, patient extrication, treatment and triage.

Allow us to apologize in advance for any inconvenience this may cause the neighborhood but I cannot stress the paramount need for our agencies to conduct this type of training in the event that our community calls upon us. This type of training will afford our agencies the confidence and knowledge necessary to act swiftly, safely and professionally, as we have been doing so for the past 110 years with Honor, Fidelity and Duty.

Thank You in advance for your anticipated cooperation, feel free to come see us train and ask questions as a spectator. We just ask that if you do attend, you remain outside our designated safety areas.

Warrant Arrest

On 3/15/16, at approximately 11:49 pm, Officers were on patrol and observed a male exit a vehicle in the area of Luke Ave, Bergenfield. The male was identified as Jensen Mena-Hernandez, age 20 of Bergenfield, NJ. The male was known to the officers as having outstanding warrants.  Upon confirmation of the warrants, Officers Lind and Cruz approached Mr. Mena-Hernandez and placed him under arrest. Mr. Mena-Hernandez had one outstanding warrant out of Hackensack for 2C:35-10A(4), possession of 50 grams or less of Marijuana, with bail set at $5000 with no 10 % allowed and one outstanding warrant out of Franklin Lakes for 39:4-98 with bail set at $500 with no 10 % allowed. Mr. Mena- Hernandez was subsequently turned over to the custody of Hackensack PD.

Bergenfield PD Re-Accreditation

The Bergenfield Police Department is scheduled for an on-site assessment as part of its program to achieve accreditation by verifying that it meets recognized professional best practices.

Administered by the New Jersey State Association of Chiefs of Police, the accreditation program requires agencies to comply with best practice standards in five basic areas: the administrative function, the personnel function, the operations function, the investigative function, and the arrestee/detainee function.

Agency employees and the public are invited to offer comments by calling 201-387-4000 x 4012 on Sunday, March 27, 2016 between the hours of 09:00 am and 11:00 am.  Comments will be taken by the Assessment Team.  Email comments can be sent to the police department at mrabboh@bergenfieldnjpd.org.

"Meet Our Officers" introducing PO Ahmed Alagha

Ahmed was born in Ridgewood, NJ and raised in Prospect Park, NJ.  He attended Prospect Park Elementary School and went on to attend Manchester Regional High School in Haledon, NJ where he graduated in 2001.  Ahmed attended Bergen Community College.

Ahmed began his law enforcement career in 2004, for the Bergen County Police Department in Hackensack, NJ as a Public Safety Telecommunicator and also a Class I Special Police Officer for the Ridgefield Police Department in Ridgefield, NJ.  Ahmed became a police officer in 2009 and was hired by the William Paterson University Police Department Wayne, NJ where he attended the Passaic County Police Academy and graduated from class 09-37.  Ahmed was hired in 2012 by the Bergenfield Police Department as a transfer through the Intergovernmental Transfer Program.

Ahmed is involved in many community orientated programs such as the 4^th grade program, Youth Academy Instructor, and as a D.A.R.E. Officer.  Ahmed is fluent in Arabic.  Ahmed is also assigned to Bicycle Patrol Unit of the department. 

When not at work, Ahmed likes to travel.  Ahmed likes to spend time with loving family, beautiful wife, and amazing daughter and son.  Ahmed will look to continue to serve the borough of Bergenfield proudly.
